Russia's General Staff chief Valery Gerasimov added that the Kremlin would retaliate against America's European allies who would store intermediate range missiles if the USA pulled out of the INF Treaty.

Stoltenberg said a compromise solution is still possible. America's North Atlantic Treaty Organisation allies have pressed US Secretary of State Mike Pompeo to give diplomacy one more chance before pulling out of the deal, fearing a new arms race could be triggered in Europe.

"Russia's actions gravely undermine American national security and that of our allies and partners".

"The reckless expansion of NATO, the build-up of the alliance's potential on the so-called Eastern flank, the deployment of USA missile defence systems in Europe, the illegitimate sanctions under imaginary pretexts - all these things have led to a crisis of confidence in the Euro-Atlantic", Russian Foreign Minister Sergei Lavrov said Thursday.

"In that case we will also do this", he said referring to the missiles.

NATO said it was now "up to Russia" to save the treaty.

In televised comments, the Russian leader said many other countries had developed weapons banned under the INF treaty.

Potential replacements include Nick Ayers , Vice President Mike Pence's chief of staff, who is still seen as a leading contender . On Friday, he announced that he had picked William Barr for attorney general and Heather Nauert for United Nations ambassador.

In October, President Donald Trump declared the United States would pull out of the treaty and build up America's nuclear stockpile "until people come to their senses". "The Russian Armed Forces have been receiving them since 2017 under the State Armament Program", the daily said.

The INF was a bilateral treaty between the U.S. and the then Soviet Union, so it puts no restrictions on other major military actors like China. A simple one: "we will also do this", Putin said.

On Tuesday, the Western military alliance formally accused Russian Federation of breaking the treaty.

"We have achieved significant progress in laser weapons", Putin said at the time.

Over the past five years, the U.S. has raised its concerns over the SSC-8 at least 30 times with Russian Federation "to the highest levels of leadership", Pompeo said, only to be met with denials, obfuscation and spurious counter-claims.

"We strongly support the finding of the United States that Russian Federation is in material breach of its obligations under the INF Treaty".
