"The Governor today asked Devendra Fadnavis, the leader of the elected members of the single-largest party, the BJP, to indicate the willingness and ability of his party to form the government in Maharashtra", an official statement said.

"We have just received the letter from the governor", Chandrakant Patil, who is state BJP president, said. "From 105 to 145 is a long way".

Giving the example of last year's assembly elections in Karnataka where the BJP eventually managed to form the government after the coalition of Congress-JDS fell, he said, "Recently in Karnataka, they (BJP) fell short by seven MLAs and they were somehow procured and the claim was made and Yediyurappa, after Supreme Court directed that immediately on the floor of the house, should prove his majority, he fell".

However, with the BJP unable to muster numbers in view of the Sena's stand not to support it on the issue of sharing of power and the post of the chief minister, the party on Sunday declined to form government.

Chavan said he was in favour of forming a stable government in Maharashtra.

The Shiv Sena has shifted most of its 56 MLAs to a hotel in suburban Malad, apparently to guard them against "poaching" attempts. "The bubble of being invincible has burst", Raut said. "The election campaign is over and things said during the campaign are irrelevant".

Every political party has differences with the other party, he said.

Saudi Aramco's record IPO starts Nov 17, prospectus says
The share offering to individual investors will open on November 17 on the Riyadh stock exchange and close on December 5. It was initially thought about 5% of Aramco would be sold, but the final figure is now expected to be half that.

In a stunning political development, the BJP on Sunday conceded its inability to form the government in Maharashtra despite having the public mandate for its pre-poll alliance.

Maharashtra claims Belgaum, part of the erstwhile Bombay Presidency but now a district of Karnataka, on linguistic grounds. "Sharad Pawar (NCP president) will also attend that meeting", he added.

The opposition Congress also conducted informal discussions with its legislators, now flown to Jaipur, to gauge their mood on supporting the Sena, though the party high command has already expressed its reluctance in the matter.

On Friday, with no end in sight to the standoff, Maharashtra Chief Minister Devendra Fadnavis submitted his resignation to the governor.

In his column "Rokhthok" in Sena mouthpiece Saamana, he said Fadnavis, despite being blessed by Prime Minister Narendra Modi to become chief minister for the second time, has not been able to assume the top post in Maharashtra.

"The BJP's biggest ally [Shiv Sena] is not ready to speak to the outgoing chief minister, which is the biggest defeat (of the BJP). This time, Sena president Uddhav Thackeray will decide the next chief minister of Maharashtra", he said. "We will see how the day progresses", said the Rajya Sabha member.
