Biden said, "We're going into a very dark winter".

The news comes at a hard time for Johnson, whose office saw the departure of two top aides last week amid factional infighting. Johnson said it didn't matter that he has already endured COVID-19 and is "bursting with antibodies".

Answering questions from reporters after a speech about reviving the economy, Mr Biden lamented Mr Trump's failure to concede, saying it was more "embarrassing" to the USA president than it was debilitating for the start of his presidency.

The President-elect said that he is having a lot of meetings with world leaders on the telephone and he can get into negotiating with them about things that are going to be done.

While some vaccine is expected to be ready for distribution next month, the bulk of the distribution would have to be done by a Biden administration.

The vice president said the Department of Health and Human Services (HHS) had spent the last several months rebuilding the strategic national stockpile."I want to assure you at the outset that America has never been more prepared to combat this virus. I know we can do this", he said.

Biden beat Trump by the same 306-232 margin in the state-by-state Electoral College that prompted Trump to proclaim a "landslide" victory in 2016.
