The Keystone pipeline is operated by TC Energy Corp.

They also suggest that despite its best efforts, Canada has failed to convince the incoming administration of the virtues of importing fossil-fuel energy from a friendly ally and trading partner with similar climate change goals. She said Canadian oil emissions per barrel have dropped by nearly a third since 2000.

Ever since May, Canadian officials have been advocating for a cross-border discussion on climate and energy that would make room for both building the project and reducing emissions at the same time. "There is no better partner for the USA on climate action than Canada as we work together for the green transition", Ambassador Kirsten Hillman said in a statement.

The pipeline - a project meant to move oil from the Canadian province of Alberta to the state of Nebraska and estimated to create tens of thousands of jobs and billions of dollars in revenue - was repeatedly fettered over environmental concerns during the Obama administration when Biden was vice president.

"Doing so would kill jobs on both sides of the border, weaken the critically important Canada-US relationship, and undermine US national security by making the United States more dependent on OPEC oil imports in the future", Kenney said.

Biden's transition team declined to comment. The company also pledged to use only renewable energy sources by 2030 in a bid to win Biden's support.

The rest, Kenney said, came from countries that don't share the U.S. and Canada's commitment to "environmental stewardship".

Canadian Prime Minister Justin Trudeau cited the pipeline as one of his top priorities in his first post-election call with Biden. "It will also contribute to US energy security and economic competitiveness".

Some 200 kilometres of pipe have already been installed, including over the Canada-U.

Slated for completion in 2023, the pipeline will connect oil from the town of Hardisty, Alberta, to Steele City, Nebraska.

Premier Jason Kenney announced, in Oyen, Alberta on Friday, July 3, 2020, that after more than a decade of planning and perseverance, shovels are in the ground on the Alberta segment of the Keystone XL pipeline.

The Biden campaign team appeared to slam the door on the expansion in May with an unequivocal statement committing the president-elect to "proudly" sign an order that would "stop it for good".

Construction has hit other economic and legal roadblocks since then, but environmentalists were pleased when Biden said during the presidential campaign that he meant to once again cancel the permit.
